Naval Consolidated Brig Miramar (NCBM) requires a contract with the ACA to conduct an on-site Adult Corrections Institution (ACI) (Fifth Edition) assessment and reaccreditation audit to be completed approximately 22-24 April 2024. NCBM Detachment Pearl Harbor reaccreditation is to be completed 04-06 June 2024. ACA is the only accrediting agency used by all Department of Defense correctional facilities. SECNAV M-1640.1 as well as BUPERSNOTE 1640 Ser 00D/321 requires a triennial ACA reaccreditation. Being the only auditing company and well-practiced throughout the nation, ACA is to provide a team of ACA-qualified auditors to review documentation provided by NCBMDETPH and NCBM demonstrating compliance with the ACI standards. This is an on-going collaborative process that includes: The authority for soliciting a single source under simplified acquisition procedures is FAR 13.106-1(b)(1)(i), Soliciting Competition, which states that contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). See Note 22. This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 23 February 2024. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government. NOTE 22: The proposed contract action is for an annual software maintenance for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
