These Captains, who, as Captains, are among the busiest people in the organization, selected the session at Columbia University as the session that meets their needs. Any challenges to this sole source must be received in writing and sent to kaitlin.n.obrien.civ@us.navy.mil. To be considered by the Government, challenges must include information sufficient to enable the Government to make a determination that an equivalent service exists which would meet the Government's needs as stated herein.
