The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award, on a sole source basis, a contract to Maryland Broadband Cooperative for the replacement of Dark Fiber Cables and the IRU rights to maintenance and repairs for the new extension per the attached Redacted Justification and Approval for use of Other Than Full and Open Competition. As a result, this requirement will not be set aside for small business concerns. The activity’s small business office concurs with this determination. The items being requested are to replace aging fiber optic infrastructure connecting USNA to the North Severn Side of the USNA campus. The existing sub-river cables are aging and at risk of failure due to the fact they're more than 30 years old. Establishing a secondary connection will eliminate the current single point of failure and improve reliability of service. USNA desires to purchase an Indefeasible Right of Use (IRU) agreement in certain optical fiber strands within MDBroadband’s fibers system, all subject to terms and conditions contained in the IRU The delivery date is 30 September 2026.
