The proposed contract requirement is for the purchase of an annual subscription of VAE, Inc.’s IT PIE software for the United States Naval Observatory, Washington, D.C., for which the Government intends to solicit and award, on a sole source basis, a Firm-Fixed-Price Purchase Order to VAE, Inc. per the attached Sole Source Justification. As a result, this requirement will not be set aside for small business concerns. The activity's small business office concurs with this determination. This notice of intent is not a request for competitive proposals. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals. All bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination has been made by the Government to award this proposed effort on a sole source basis to VAE, Inc., based on responses to this notice, the determination is solely within the discretion of the Government.
