## Description

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Norfolk, VA 23511-3392, intends to award a Firm Fixed Price indefinite delivery indefinite quantity (IDIQ) contract for Combat Skills Courses of Instruction (COI) for Commander, Explosive Ordnance Disposal Group TWO (COMEODGRU TWO).

This acquisition will be conducted using the policies and procedures of FAR Part 12, Acquisition of Commercial Products and Commercial Services; FAR Subpart 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services; and FAR Subpart 16.5, Indefinite-Delivery Contracts in accordance with 41 U.S.C. 1901 as implemented by FAR 13.501(a). The NAICS code applicable to this procurement is 611699. The size standard is $16.5 million.

COMEODGRU TWO requires an indefinite delivery indefinite quantity (IDIQ) task order for Combat Skills Courses of Instruction. The Contractor shall provide Courses of Instruction (COI) with all necessary instructors, management, materials, equipment, and facilities (not otherwise provided by the Government) to perform all task as defined in section 5 of this Performance of Work (PWS) Statement.

The training services shall include small arms, land navigation, patrolling, access and entry techniques, mounted convoy operations on unimproved terrain, vehicle immediate action and recovery training, small unit tactics, movement over urban terrain, live fire close quarter battle/combat, crew served weapons, and other soldiering techniques. The solicitation, any documents related to this procurement, and all amendments issued will be in electronic form. THE SOLICITATION IS NOT YET AVAILABLE.

Once available, the solicitation will be posted to this site SAM.gov. The solicitation is expected to be available on or about 15 September 2025. A complete RFQ package will be available by downloading the documents at the SAM.gov Website as follows:

www.sam.gov or FEDBIZOPPS at http://www.fedbizopps.gov on or around 15 September 2025. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations.

By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer.

By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
