The Government intends to solicit and negotiate the instant procurement on a sole source basis to NOOM, Inc., of New York, NY pursuant to the procedures of FAR Part 12 and Subpart 13.5. The sole source nature of this requirement is based on the determination that NOOM, Inc. is the only vendor that can provide access to the NOOM commercial wellness application. This requirement is for use of the NOOM wellness application to assist Sailors and their dependents to lose weight and reduce health risks, as well as manage stress and anxious feelings (See attached PWS). This notice of intent is not a request for competitive proposals however, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
