The Naval Surface Warfare Center, Indian Head Division (NSWC IHD) has a requirement to Upgrade BXXXX for Inert Preparation.  Full and open competition for this effort was restricted pursuant to the statutory authority of FAR 6.302-7 (Public Interest) and authorized Determination and Findings.
