Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC, IHEODTD), intends to award a firm fixed price contract on a noncompetitive basis to Chemring Energetic Devices, Inc. at 2525 Curtiss St. Downers Grove, IL 60515-4060 to provide: Review the M73 Impulse Cartridge Assembly technical data package. This shall include the M73 impulse cartridge drawing package, top assembly DWG 8594157 and its subassembly drawings, the specification M73 Impulse Cartridge specification MIL-C-46618, the available USG HES 5808 inventory data, prior test configurations and associated data, and end item application TDPs (M690, M692, and M869). CED will also review the current USG HES 5808 stockpile and associated data. This shall be done in accordance with CDRLs A001 and A0002. Also to perform the necessary modeling to define the optimal energetic configuration, as well as an analysis defining the suitability of existing propellant and black powder in various configurations to determine if a suitable configuration can be achieved with the current stock of propellants. This shall be done in accordance with CDRLs A001 and A002. This action is be undertaken in accordance with FAR 13.106 (b) Soliciting from a single source, on the basis that the vendor is the only known source capable of meeting the government’s requirements The North American Industry Classification System (NAICS) for this requirement is 325920. The FSC code is R425. The resulting contract will be a firm fixed price contract. Negotiation being conducted using other than full and open competition procedures pursuant to authority of 10 U.S.C. 2304 (C) (1). This Notice of Intent is not a request for quotes. Interested parties may identify their interests and capability to respond to this requirement by July 22, 2024 by 10AM (EST).
