## Description

FROST contract N0017325D7000 was competitively solicited and awarded to the offeror who represented the best value to the Government. N0017325D7000 was awarded as a cost-type contract with no firm fixed price CLINs. A cost-type contract was best suited for this requirement as the level of requirement could not be defined entirely ahead of contract execution and due to the nature of research and development (R&D), the project scope often evolves as new information is discovered.

A cost-type contract accommodates these changes without requiring constant, time-consuming renegotiations over price. This flexibility allows the research to proceed efficiently and on schedule. Additionally, cost-type contracts for R&D allow for full visibility and transparency in to expenditures, allowing the Government to understand all costs on the contract.

Task Order N0017325F7002 and N0017325F7003 were awarded at contract award as competition is not required under a single-award indefinite-delivery, indefinite-quantity (IDIQ) contract, unlike a mulitple-award contract (MAC).
