This is a Notice of Intent to Sole SOurce to HEL Inc. for the purchase of a BioXplorer 400 system. Please see attached NOI Instructions and Specifications for more information. Interested vendors may submit capability statements, however the system must be compatible with HEL Inc. equipment previously acquired by NRL.
