The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source under the authority of FAR Part 13.106-1(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available. The Government intends to solicit with General Dynamics for an onsite, 4-day course of instruction in the use, configuration and maintenance of the C-175N encryptors.General Dynamics is the only manufacturer of these devices. The NAICS code is 611430 and the Small Business Standard is 15 million dollars. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2026-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20260702. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
