The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to solicit only one source under the authority of FAR Part 13.106-1(b) the Contracting Officer has determined that circumstances of the contract action deem only one source reasonably available. The proposed purchase order is being solicited on a sole-source basis to Marin. The proposed action is for CRNAV membership for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reason: MARIN, the Marine Institute of the Netherlands, is the designated coordinator to provide support for the CRNAV management. The NSWCCD intends to award a firm fixed-price purchase order to Marin using Simplified Acquisition Procedures. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2025-05 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20250825. This notice of intent is NOT a request for competitive quotes. However, all responses received by 9/11/25 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
