Naval Surface Warfare Center Carderock Division (NSWCCD) intends to issue an unpriced Multiple Award Blanket Purchase Agreement (BPA) using Simplified Acquisition Procedures for Specimen Fabrication and Testing Services that meets the specifications outlined below.
