**AMENDMENT 0001:**

**Synopsis Amendment:** The reason for this amendment is to notify industry that this contract vehicle may be changed from a Basic Ordering Agreement to Indefinite-Delivery, Indefinite-Quantity. New Closing Date of 5/5/25.

**ORIGINAL:** N0016425RJQ24 – SOLE SOURCE – Engineering Support and Sustainment Supplies/Services for the AN/AAQ-30 series of Target Sight Systems (TSS) - PSC 5855 - NAICS 334511 Issue Date:

**25 SEPT 2024 Anticipated Closing Date:** 10 OCT 2024 - 1600 EST Naval Surface Warfare Center (NSWC) Crane Division intends to issue a Basic Ordering Agreement (BOA), and Job Order 0001 off the BOA immediately following award, to Lockheed Martin Corporation, FL.

This BOA is anticipated to procure Contractor Support Services (CSS) and Interim Sustainment Support (ISS), system upgrade support, Foreign Military Sales (FMS) support, and other associated support including supplies/services for the AN/AAQ-30 series of Target Sight System (TSS). Acquisitions under the BOA will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1.

As the sole designer, developer and manufacturer of the TSS, Lockheed Martin is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to neither supply the requirement described herein, nor will any other supplies or services satisfy the Government's requirements.

The maximum order value of the BOA is anticipated to be $85,000,000. The anticipated Job Order value for CSS is $3,500,000. Request for proposal will not be made available through http://www.sam.gov. The request for proposal will be provided to Lockheed Martin through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, contracting by negotiations.

The anticipated contract action award date is 30 JULY 2025. All responsible sources may submit a capability statement or proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.
