The procurement may also include support for the Moored Training Ship (MTS) if said ship has an EnerSys battery installed. The estimated maximum is $1,750,000 and the contract minimum amount is $200,000. The anticipated timeframe for the release of the solicitation is estimated to be 30 NOV 2023. NSWC-CR, located at Naval Support Activity, 300 Highway 361, Crane, IN, 47522, intends to solicit and negotiate with one source for a three-year basic contract with EnerSys Energy Products Incorporated, 617 N. Ridgeview Drive, Warrensburg, MO 64093-9338. The solicitation for this contract will be issued on a sole source basis under the authority of FAR 6.302-1 (statutory authority 10 U.S.C. 3204(a)(1)), Only One Responsible Source and No Other Services Will Satisfy Agency Requirements. The basis for restricting competition is the proprietary design of the batteries and the manufacturer’s ability to diagnose their own problems to keep them fielded and improve the function of future SVRLA batteries. These are a particular product to one manufacturer, and unacceptable delays in fulfilling the agency requirement through any other source would impact the mission. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluation the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
