SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source only, Adams Rite Aerospace of Fullerton, California under the authority of FAR 13.106. This is being sole sourced because there is only one responsible source, that has established proprietary rights which it is not willing to sell to the Government. Adams Rite Aerospace is the only source that can meet the Government’s requirements based upon their unique system design, test and component interface knowledge and experience to meet form, fit, and function, without unacceptable delays or the incurrence of substantial duplication of costs that will support the requirements. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM).
