The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Elbit Systems C41 and Cyber under the authority of FAR 13. This is being sole sourced because the Government needs conformity for the usage of items to work in sync in the PRC-648 aircraft and other military systems to support flight test crewmembers who will be doing post-mod flight acceptance test flights on P-8 aircrafts. The approved source to produce the survival radios is Elbit Systems C4I and Cyber. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation are solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
