SOLE SOURCE - ORBIT ADVANCED TECHNOLOGIES, INC. - PSC H959 - NAICS 541330 Issue Date: 22 September 2022 - Closing Date: 10 October 2022 -12:00PM Eastern ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for procurement of supplies and services associated with the Radiated Energy Tracking Sub-System (RETS). The RETS system is currently being used to perform developmental testing of the AN/ALQ-249(V)1 Next Generation Jammer Mid-Band (NGJ-MB). NSWC Crane Advanced Electronic Attack (AEA) Division has been designated as the Fleet Support Team (FST) and Organic Depot for the NGJ-MB system. The AEA Division will utilize RETS to support NGJ-MB FST engineering and NGJ-MB Depot efforts in the future. Additionally, the RETS test station will enable NSWC Crane to support engineering investigations, product improvement initiatives, depot maintenance process, and Engineering Change Proposals (ECPS) for the ALQ-99 Tactical Jammer System. SOLE SOURCE PROCUREMENT - The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, Orbit Advanced Technologies, Inc., 506 Prudential Road, Horsham, PA, under the authority of 10 U.S.C. 3204(a)(l), as implemented by FAR 6.302-l(a)(2)(iii), only one responsible source. The requirement is being solicited on a sole source basis because no other source than Orbit Advanced Technologies has the proprietary information required to manufacture the end items satisfying the agency's requirements. Utilizing another source would result in significant duplication of costs and unacceptable delays in fulfilling the agency's requirements. All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
