ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane intends to issue Job Order (JO) 0002 under Basic Ordering Agreement (BOA) N0016422GJQ65 to provide MTS Support for Engineering Services including project management, support, systems engineering support, logistics support, configuration management, integration, test and evaluation, analyses, repair, training, and meeting attendance. and all other related support. The JO will be issued to Raytheon Company (CAGE: 96214) located in McKinney, TX at an estimated amount of $10,000,000. Acquisitions under the BOA will be conducted on a sole source basis in accordance with statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. Raytheon is the sole designer, developer, and manufacturer, and is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to neither supply the requirement described herein, nor will any other supplies or services satisfy the Government's requirements. Request for Proposal (RFP) will not be made available through https://www.sam.gov. The RFP will be provided to Raytheon Company through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 15, contracting by negotiations.
