All responsible sources may identify their interest and provide capability statements in response to this notice. This notice of intent is not a request for competitive proposals. However, all responses received prior to the closing date of this sources sought notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Except as modified or amplified in the RFP this item contains explosives and a pre-award safety survey will be required. DFARS 252.223-7002, Safety Precautions for Ammunition and Explosives applies. Acquisition contains explosive ordnance items which require special security, safety and transportation clauses, which may be found in Section I. Technical data will be available for viewing on the web at SAM.gov. This procurement is unrestricted; all responsible sources may submit an offer that, if received in a timely manner, will be considered. The solicitation will be available no earlier than the response date for this synopsis. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
