## Description

In accordance with Federal Law, DoD and Navy policy, and in conjunction with the Defense Priorities and Allocation System, this contract shall be rated "DO”. Progress Payments are authorized if the applicable clauses FAR 52.232-16 and DFARS 252.232-7004 (DEV) are included in this solicitation. This requirement is solicited using FAR Part 15, Contracting by Negotiation. Small Business Subcontracting Plans are required to be submitted with your proposal, if applicable.
