The Naval Sea Systems Command (NAVSEA) is conducting market research to determine industry capability and interest in performing the FY28 Docking Selected Restricted Availability (DSRA) Chief of Naval Operations (CNO) availability of the USS MAKIN ISLAND (LHD 8) under a homeport-restricted (West Coast) solicitation. NAVSEA is especially interested in determining small business capability and interest. The Government is seeking responses from sources that can perform dry-dock and pier-side maintenance, repair, and alterations anticipated to be 11/15/2027 – 06/19/2029 (subject to change). This availability is the second ship in an acquisition initiative pilot for early award called “Signature Availability,” targeting an A-240 contract award. Signature Availability (SA) refers to a longer complex availability that will benefit from early contract award yielding an extended period of planning, material procurement, and industry coordination. The SA strategy is designed to increase the coordinated planning between industry and the Navy maintenance team to reduce the impact of unplanned work once execution starts. Benefits of this strategy include a longer runway for the awarded contractor to build the Integrated Production Schedule (IPS) / resource loaded schedule, engage with sub-contractors for increased integration, and address issues early prior to start of execution. Upon a contractor’s completion of this Chief of Naval Operations (CNO) availability, the ship shall be capable of carrying out its respective mission with a reasonable expectation of maintaining a satisfactory condition of readiness until the next CNO-scheduled depot Availability. USS MAKIN ISLAND (LHD 8) FY28 Docking Selected Restricted Availability (DSRA) will be approximately 19 months, beginning in November 2027 and completing in June 2029. If the Navy issues a solicitation for the CNO Availability, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corp Acquisition Regulation Supplement (NMCARS) will guide the acquisitions. The anticipated contract, like all other CNO-scheduled depot Availabilities, is a supply contract. The supply that would be procured is a repaired, mission-ready ship, which shall be returned to service with the fleet. The anticipated scope of the procurement includes all labor supervisions, production, testing, and quality assurance necessary to prepare for and accomplish this CNO Availability. This CNO availability is expected to require a highly capable contractor with substantial human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair and modernization. 10 USC 8669a allows for the limitation of competition for “short term” Availabilities (18 months or less) to the homeport, provided there is adequate competition. Given that this Availability will be greater than 18 months in duration, the Navy would compete the acquisition on a coast-wide basis (West), without limiting the place of performance to the ship’s homeport.
