is a sources sought announcement in accordance with FAR 10.001 and DFARS 210.001 in anticipation of a potential future procurement program. The Naval Sea Systems Command (NAVSEA) is conducting market research to determine industry capability and interest in performing the FY27 Docking Selected Restricted Availability (DSRA) Chief of Naval Operations (CNO) availability of the USS JOHN P MURTHA (LPD 26) under a Coast-wide (West Coast) solicitation. NAVSEA is especially interested in determining small business capability and interest. The Government is seeking responses from sources that can perform dry-dock and pier-side maintenance, repair, and alterations anticipated to be 08/02/2027 – 12/02/2028 (subject to change). This availability is the first ship in an acquisition initiative pilot for early award called “Signature Availability,” targeting an A-240 contract award. Signature Availability (SA) refers to a longer complex availability that will benefit from early contract award yielding an extended period of planning, material procurement, and industry coordination. The SA strategy is designed to increase the coordinated planning between industry and the Navy maintenance team to reduce the impact of unplanned work once execution starts. Benefits of this strategy include a longer runway for the awarded contractor to build the Integrated Production Schedule (IPS) / resource loaded schedule, engage with sub-contractors for increased integration, and address issues early prior to start of execution. The solicitation will be issued on a Coast-Wide (West Coast) basis. Upon a contractor’s completion of this Chief of Naval Operations (CNO) Availability, the ship shall be capable of carrying out its mission with a reasonable expectation of maintaining a satisfactory condition of readiness until the next CNO-scheduled depot Availability. USS JOHN P MURTHA (LPD 26) FY27 DSRA is anticipated to be slightly longer than 18 months, beginning in AUGUST 2027 and completing in FEBRUARY 2029. If the Navy issues a solicitation for this CNO Availability, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) will guide the acquisition. The anticipated contract, like all other CNO-scheduled depot Availabilities, is a supply contract. The supply that would be procured is a repaired, mission-ready ship, which shall be returned to service with the Fleet. The anticipated scope of the procurement includes all labor, supervision, production, testing, and quality assurance necessary to prepare for and accomplish this CNO Availability. This CNO Availability is expected to require a highly capable contractor with substantial facilities, including a pier, and human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair, and modernization. The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. 10 USC 8669a allows for the limitation of competition for \"short term\" availabilities (18 months or less) to the homeport, provided there is adequate competition. As the production period for the USS JOHN P MURTHA availability is greater than 18 months, it will be competed on a coast-wide basis, without limiting the place of performance to the vessel's homeport.
