Offerors must have a SEA 04 Master Ship Repair Contractor (MSRC) Certification. The Navy’s planned date for release of the RFP is 2nd Quarter FY26. The contract will be awarded to the responsible Offeror whose proposal represents the best value to the Government, in a trade-off process, with price and other factors considered.
