(Delphinus) for the procurement of the Victoria Class Bow Array (VCBA) during FY 2025-29. The anticipated contract will be awarded in fiscal year 2025. It is contemplated that the contract will have one base year and four option years. The contractor must possess expert, in-depth technical expertise and knowledge of the VCBA design, encompassing all aspects of software and hardware integration. This includes a thorough understanding of the associated Technical Data Package (TDP) and the ability to seamlessly execute the program within a highly compressed timeframe to meet stringent international partner deadlines. 10 U.S.C 3204(a)(4) and 10 U.S.C 3204(a)(1) provide authority for NAVSEA to award the anticipated contract to Delphinus utilizing other than full and open competition. The VCBA International Partner has directed the United States to procure the VCBA from Delphinus; therefore Delphinus will be the sole source provider for the above efforts in accordance with 10 U.S.C 3204(a)(4). In addition, with respect to the option years, Delphinus is the only qualified source with the requisite technical expertise and knowledge to perform the VCBA effort without significant disruption to the program schedule; therefore Delphinus will be the sole source provider in accordance with 10 U.S.C. 3204(a)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all expressions of interest received within the dates of publication of this synopsis will be considered by the Government. Any submissions will not be reimbursed by the Government -- the entire cost of any submission will be at the sole expense of the source submitting the information. A determination by the Government to not compete this requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
