This requirement will be negotiated on a sole-source basis in accordance with statutory authority 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1. There is only one responsible source, and no other supplies or services will satisfy agency requirements because Rolls-Royce is the sole manufacturer of the LCAC 100 Class MT7 Turboshaft engine spares. The proposed contract action is for supplies, for which the Government intends to solicit and negotiate under FAR Part 12 – Acquisition of Commercial Products and Commercial Services. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
