The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. Under 10 USC § 8669a, competition for “short term” Availabilities (10 months or less) is limited to the homeport, provided there is adequate competition. Given that this Availability will be greater than 10 months in duration, the Navy intends to compete the acquisition on a coast–wide basis (West), without limiting the place of performance to the ship’s homeport. NAVSEA intends to award the FY24 DMP using Other Than Full and Open Competition under the authority 10 U.S.C. 3204(a)(3), Industrial mobilization; engineering, developmental, or research capability; or expert services.
