## Description

General Dynamics Electric Boat (GDEB) was awarded a Cost-Plus Fixed Fee (CPFF) Level of Effort (LOE) contract for the New England Maintenance Manpower Initiative (NEMMI).

The contractor shall provide a wide spectrum of intermediate and depot level overhaul, repair and modernization services to Naval Submarine Support Facility (NSSF) New London, Groton CT to accomplish maintenance, modernization and repairs in support of operational nuclear-powered submarines (LOS ANGELES, SEAWOLF and VIRGINIA classes), floating dry-docks, support and service craft and other platforms and equipment as assigned to the NSSF in the support of submarine maintenance.

This contract action was not competitively awarded. The contract was awarded on a sole source basis pursuant to the authority of 10 U.S.C. 3204(a)(1), as implemented in FAR 6.302-1; The supplies or services required are available from only one responsible source and no other supplies or services will satisfy agency requirements. GDEB is the only known source capable of accomplishing the requirements.

The procurement of intermediate and depot level overhaul, repair and modernization services to nuclear-powered submarines is appropriate because the nature of the requirements necessitate a qualified shipyard with staff in close proximity of submarine base New London (SUBASE, NLON). This contract action is not fixed price. The contract includes CPFF LOE line items for labor and materials.

Because of the uncertainties involved with the scope and frequency in the repair of nuclear-powered submarines, a CPFF-LOE contract has been determined to be the appropriate contract type.
