## Description

The Naval Air Systems Command (NAVAIR), PMA-265 intends to award a sole source, firm-fixed price (FFP) stand-alone contract to DRS Systems, Inc. (SYSCO), for supplies and services associated with the Deployable Flight Incident Recorder System (DFIRS) Mid-Life Upgrade (MUP), as known as Voice and Aircraft Data Recorder (VADR) for the F/A-18E/F and EA-18G Type/Model/Series (T/M/S) aircraft.

The scope of work will include production of DFIRS MUP B-Kit Weapon Replaceable Assemblies (WRAs), Data Bus Interface Unit (DBIU) and Deployable Flight Incident Recorder Unit (DFIRU) in support of the F/A-18 E/F and EA-18G aircraft programs. The period of performance is anticipated to begin May 2027 and will be 12 months.

DRS Technologies Canada Ltd. is the Original Equipment Manufacturer (OEM) of the F/A-18 DFIRS, and as such possesses the requisite technical data, knowledge, and special skills regarding the design and operation (including aircraft data collection and homing beacon) to meet the Navy’s requirements without causing unacceptable delays. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED. This synopsis is for informational purposes only.

This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition is Title 10, U.S. Code 3204(a)(1), as implemented by Federal Acquisition Regulation 6.103-1, “Only one responsible source and no other supplies or series will satisfy agency requirements”.

There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
