## Description

The Naval Air Systems Command (NAVAIR) intends to award a sole source, Cost-Plus-Fix-Fee (CPFF) order under Basic Ordering Agreement (BOA) N00019-21-G-0006 with The Boeing Company (Boeing), St. Louis, Missouri, to procure Non-Recurring Engineering to modify, integrate, test, and validate the Infrared Search and Track (IRST) Block II umbilical cable in support of the F18 Block II IRST Program.

The redesign modification solution shall not affect the existing IRST System to Aircraft Interface, or flight-certification of the Block II IRST System. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 3204(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements".

As the original equipment manufacturer of the F/A-18E/F IRST System, only Boeing has the manufacturing knowledge, experience, and technical data required to fulfill this requirement within the time required. The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
