This will also include delivery of System Demonstration Test Article (SDTA) pods, development and implementation of additional cybersecurity and system security requirements, additional product support and logistics support for Operational Prototypes Pods (OPP) and SDTAs after delivery, additional T&E support, and software verification of correction of deficiencies. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, manufacturer, and integrator of the NGJ-LB, L3H is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, performance, and operational requirements of the NGJ-LB required to perform the necessary development efforts within the required timeframes and without substantial duplication of costs. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements. This is not a commercial buy; therefore, the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only.
