These installations will be performed together as part of a modification sequencing, which leverages BB JPO’s unique and proprietary knowledge as the MV-22 Original Equipment Manufacturer and the developer of these specific, interdependent Engineering Change Proposals. This integrated approach is critical for ensuring seamless system integration, maintaining configuration control, and mitigating the substantial risks associated with fragmented efforts, thereby guaranteeing the timely and effective operational readiness of the MV-22 fleet. This will be a five (5) year Delivery Order with a base year and four (4) option years. The planned award date is November of 2026. This action is being awarded on a sole source basis to the BB JPO in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." BB JPO is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. The base non-recurring engineering efforts, along with the initial installation efforts have already been contracted to BB JPO. Also, BB JPO is the only source that possesses the totality of engineering and technical data required to perform these efforts. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
