This contract action will be issued on a sole-source basis to L3Harris, the sole designer, developer and manufacturer of the MODRAD, and as such, L3Harris is the only known source available with the requisite technical knowledge, experience, and tooling to produce the requirements described herein to satisfy the Government’s requirement.
