## Description

The Naval Air Systems Command (NAVAIR), Patuxent River, MD, intends to contract on a sole source basis with Northrop Grumman Systems Corporation (NGSC) for activities required to support and retrofit one MQ-4C Triton Unmanned Aircraft from Integrated Functional Capability (IFC) 3 configuration to IFC 4 configuration. The prospective contract will be placed under the Basic Ordering Agreement (BOA) N00019-20-G-0005.

The anticipated contract action will procure Non-Recurring Engineering (NRE), a Material Kit, Installation Labor, Program Management, and Delivery. The award will include Cost Plus Fixed Fee (CPFF) and Firm Fixed Price (FFP) Contract Line Item Numbers (CLINs). The Contract award is anticipated for the first quarter of fiscal year 2025 and the anticipated period of performance will be for 36 months. This synopsis is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS).

As the sole designer, developer, manufacturer, and integrator of the MQ-4C Triton UAS, NGSC is the only source that possesses the engineering data, technical skills, and requisite knowledge of the design, fabrication, performance, and operational characteristics of the MQ-4C Triton UAS required to perform the necessary efforts within the required timeframes and without substantial duplication of costs.

No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements. The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(C)(1) and FAR 6.302-1, “Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements” for the proposed actions. THIS IS NOT A REQUEST FOR PROPOSAL.
