## Description

The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source, Firm Fixed Price (FFP) delivery order under the soon to be awarded Basic Ordering Agreement (BOA) with Northrop Grumman Systems Corporation (NGSC), Melbourne FL.

This effort includes, but is not limited to test planning and execution, flight clearance support, aircrew flight test support, flight test engineering support, system/subsystem training for Government Aircrew and Flight Test Engineering personnel, Naval Air Training Operating Procedures and Standardization (NATOPS) development and support, Instrumentation support, Aircraft Technical and Engineering support, and E-2 System Test and Evaluation Laboratory (ESTEL) Integration support for the E-2D Advanced Hawkeye (AHE).

Currently, Northrop Grumman (NG) is the only company that has the ability, resources, technology, and documentation necessary to develop, produce, maintain, and support this system without causing unacceptable delays in meeting the Navy's operational requirements. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED.

This acquisition is being pursued on a sole source basis under the authority permitting other than full and open competition is Title 10, U.S. Code 2304(c) (1), as implemented by Federal Acquisition Regulation 6.302-1, "Only one responsible source and no other supplies or series will satisfy agency requirements".

There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
