## Description

The Naval Air Systems Command at Patuxent River, MD intends to award a cost type contract to Raytheon Company, Fullerton, California, for the incorporation of an Engineering Change Proposal (ECP). This ECP will encompass the design, engineering, integration, test, and verification/validation of the Military Global Positioning System services, or M-Code capability, into the USN-3 shipboard Satellite Signal Landing Systems, also referred to as the Joint Precision Approach and Landing System (JPALS).

Highly specialized skills are required to incorporate the M-Code functionality to meet the stringent schedule using the existing models, code, and TDP to integrate M-code, maintain current anti-jam requirements, and re-tune the system. Raytheon Company, as the sole designer, developer, and manufacture of the JPALS is the only company with the unique knowledge, experience, special skills, facilities, and manufacturing techniques required to perform these requirements.

This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “only one responsible source and no other supplies or services will satisfy agency requirements.” The Government does not intend to use the provisions of FAR part 12 for this acquisition.
