## Description

The Naval Air Systems Command (NAVAIR) intends to award a sole source Fixed Price Type modification to an Indefinite Quantity Indefinite Delivery contract to Northrop Grumman Systems Corporation, (Northrop Grumman) 21240 Burbank Blvd, Woodland Hills, California, 91367 for one year’s procurement of a Rapid Link 16 Deployment for the United States Marine Corps (USMC) UH-1Y and AH-1Z aircraft.

The effort includes approximately 17 Link-16 hardware A-kits, 17 B-kits, 2 associated spares, 2 maintenance and 2 operator trainer B-kits, logistics support, system engineering, program management and technical, financial and administrative documents.

This integrated Link-16 capability will consist of a military tactical data link, and adaptive networking wideband waveform, ethernet, multi-level security domain, radio frequency identification, digital moving map, common Marine ground network gateway, and transmit and receive motion video. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C.

3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(B), in that Northrop Grumman is the only source capable of manufacturing/assembling/delivering and installing the Link-16 hardware that meet the fleet user requirements within the compressed schedule required to meet the USMC operational requirements.
