## Description

Naval Air Systems Command (NAVAIR) Patuxent River, MD, intends to negotiate and award a delivery order to Maritime Surveillance Associates (MSA) Inc., 2 Pegasus Street, Suite 1, Brunswick Maine 04011, to be issued under Basic Ordering Agreement (BOA) N0001920G0003 This order will procure software for capability development of MAC Enhancements (MAC-E) and other multistatic capabilities to the Global Reconstruction Analysis and Measurement System (GRAMS) software suite.

The required modifications to GRAMS are to support continued integration of the Tactical Situation Display (TSD) that interfaces with the P-8A Acoustic Operational Flight Program (AOFP) operating in three distinct modes and function as a surrogate for the P-8A Tactical Situational Display. The continued development of the combined product (GRAMS plus AOFP) will further the integration of AI/ML prototyping support within the AOFP.

The combined product operating in a Post-Flight Analysis Mode will be referred to as the MAC-E Post Flight Analysis (PFA) suite and will create a capability for MAC-E data review and post flight analysis. The anticipated period of performance for this action is five years and will include options. The anticipated award date is 5 December 2024. NAVAIR intends to negotiate and award this delivery order utilizing other than full and open competition pursuant to the authority 10 U.S.C.

3204 (a)(1) and FAR 6.302-1, :Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.” This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within fifteen (15) days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
