The expectation is that a quantity of six (6) torquemeters will be procured. The anticipated period of performance will be from May 2025 through Dec 2025. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” As the sole designer, developer, and producer of the AE1107C engine, RRC is the only source that has unrestricted access to the totality of technical data needed to sustain the AE1107C engine. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein.
