The Delivery Order will be awarded via a Basic Ordering Agreement with SAC. SAC has been the sole designer, developer and manufacturer of the CH-53K weapon system. SAC is the only known responsible source with the requisite knowledge, technical data, capability, experience, special tooling, and test facilities necessary to fulfill the Government's requirements within the required timeframes.
