are invited to review and comment on the Marine Corps Recruiting Command (MCRC) Advertising Program draft request for proposals (DRFP). This requirement is responsible for the recruitment of approximately 40,000 personnel per year to fill vacancies in both enlisted and officer programs. There have been significant changes in the wants and needs of America?s youth over the history of the All-Volunteer force. The numbers and quality of personnel required for each of the Marine Corps? programs can vary in response to factors such as economic fluctuations, unemployment rates, world events, past shortfalls in recruiting, the internal reenlistment rate and personnel ceilings established by Congress. The Marine Corps Advertising Program spans a wide variety of channels and program elements, including an expanded online and social media presence, an array of awareness media options, an effective lead generation program, a nationwide support team providing advertising assistance through local event activation, and the development of recruiter sales support materials. By providing recruiters with sales support materials, generating leads, building relevant brand awareness, and weaving diversity into the fabric of the Marine Corps, MCRC is focused on delivering an integrated and consistent message to reinforce the brand?s positioning among all key prospects. The Contracting Department, Marine Corps Installations Command (MCICOM) Headquarters, Arlington, VA, intends to negotiate a single award, firm fixed price (FFP) indefinite delivery, indefinite quantity (IDIQ) contract under FAR Part 12 “Acquisition of Commercial Items” and FAR Part 15 “Contracting by Negotiation.” This acquisition is being processed via full and open competition. The resultant contract will have a ten (10) year ordering period. The United States Marine Corps (USMC) requires advertising and marketing support to fulfill its Title 10 mission. These services help generate the requisite leads and aid USMC recruiters’ efforts in educating prospects and their influencers (e.g., parents and teachers). Recent studies have shown that the declining unemployment rate and perpetual military disqualifiers (e.g., medical and drug related issues, obesity) narrow the eligible recruiting population. These factors pose a challenge for each military service’s ability to recruit and likely contributed to all other military services missing recruiting goals in fiscal 2023. Thus, effective advertising is critical to attract capable 17–24-year-old candidates for the USMC. The Marine Corps Recruiting Command (MCRC) Advertising Services Program is directed to support the recruitment of approximately 40,000 personnel per year to fill vacancies in both enlisted and officer programs. It supports 48 recruiting stations within six Marine Corps Districts that are organized into two regions: the Eastern Recruiting Region and the Western Recruiting Region. The purpose of this requirement is to provide full-service advertising agency and marketing support to furnish the supplies and services necessary to enhance the USMC’s recruiting efforts. Contractor services are required to develop and execute an advertising strategy that includes a full range of services from the development of a strategic and tactical advertising strategy to the production of a wide range of advertising formats (e.g., TV, radio, print media, internet, and direct marketing). The North American Industry Classification System (NAICS) code for this acquisition is 541810 – Advertising Agencies, with the corresponding size standard of $25.5 million. This is not a request for proposals/responses, nor is this notice to be construed as a commitment by the Government to issue a solicitation or award a contract. Note: All prospective contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this contract. Solicitation documents will only be available via the Procurement Integrated Enterprise Environment (PIEE) website https://piee.eb.mil within the Solicitation Module. See attachments PIEE Solicitation Module Vendor Access Instructions and SOP PIEE Proposal Manager Offeror for instructions on getting access to the PIEE Solicitation Module and submitting your proposal. If you are not registered; the Government is not responsible for providing you with notifications of any changes to this solicitation. The solicitation will be available only as a direct download.","origin":"extract"},"notice_type":{"code":"p","label":"Presolicitation"},"schema_version":1,"solicitation_number":"M9549424R0001","place_of_performance":{"city":{"name":"Arlington"},"state":{"code":"DC"},"country":{"code":"USA"}},"product_service_code":"R701"},{"dates":{"posted":"2024-04-05","response_deadline":{"raw":"2024-05-17T15:00:00-04:00","utc":"2024-05-17T19:00:00Z","date":"2024-05-17","time":"15:00:00","utc_offset_seconds":-14400}},"links":{"sam":"https://sam.gov/workspace/contract/opp/116ca755720c4b94b19e6314b08cea42/view"},"naics":{"codes":["541810"],"primary":"541810"},"title":"Marine Corps Recruiting Command (MCRC) Advertising Services","agency":{"office":{"code":"M95494","name":"COMMANDING OFFICER"},"subtier":{"code":"1700","name":"DEPT OF THE NAVY"},"department":{"code":"017","name":"DEPT OF DEFENSE"},"office_address":{"zip":"20380-1775","city":"WASHINGTON","state":"DC","country":"USA"},"organization_type":"OFFICE"},"status":{"active":false,"archive_date":"2024-12-31","archive_type":"auto_custom"},"contacts":[{"name":"Carrie YEARIAN","role":"primary","email":"carrie.e.yearian.civ@usmc.mil","phone":"5209045909"},{"name":"Christina Neto","role":"secondary","email":"christina.e.neto.civ@usmc.mil","phone":"7036043758"}],"base_type":{"code":"o","label":"Solicitation"},"notice_id":"116ca755720c4b94b19e6314b08cea42","provenance":{"extract":{"url":"https://s3.amazonaws.com/falextracts/Contract%20Opportunities/Archived%20Data/FY2024_archived_opportunities.csv","etag":"\"d582488fe153a9f11bf629913d176ffc-137\"","fetched_at":"2026-09-16T19:07:39.720164Z","row_sha256":"bfce305171ff4ba06510046685425ff0c9d86ff9f9589043a330b5436c995354","last_modified":"2026-09-13T14:47:40Z"},"updated_at":"2026-09-16T19:07:39.720164Z","first_seen_at":"2026-09-16T19:07:39.720164Z"},"description":{"text":"The primary purpose of this requirement is to provide advertising support services to the United States Marine Crops (USMC) in order to fulfill its Title 10 mission. These services help generate the requisite leads and aid USMC recruiters? efforts in educating prospects and their influencers (e.g., parents and teachers). Recent studies have shown that the declining unemployment rate and perpetual military disqualifiers (e.g., medical and drug related issues, obesity) narrow the eligible recruiting population. These factors pose a challenge for each military service?s ability to recruit and likely contributed to all other military services missing recruiting goals in fiscal 2023. Thus, effective advertising is critical to attract capable 17?24-year-old candidates for the USMC. The purpose of this requirement is to provide full-service advertising agency and marketing support to furnish the supplies and services necessary to enhance the USMC?s recruiting efforts. Contractor services are required to develop and execute an advertising strategy that includes a full range of services from the development of a strategic and tactical advertising strategy to the production of a wide range of advertising formats (e.g., TV, radio, print media, internet, and direct marketing). The Marine Corps Installations Command (MCICOM) Headquarters serves as the buying office and administrator for this procurement.
