## Description

Marine Corps Systems Command (MARCORSYSCOM), Program Management Directorate, has a requirement to modernize The Online Project Information Center (TOPIC). TOPIC is the authoritative data source for MARCORSYSCOM acquisition program information and is the Command’s centralized acquisition program database. The use of TOPIC is mandated by MARCORSYSCOM Order 5000.3D and requirements can be referenced from DOD Directive 5000.01, DODI 5012.02, and SECNAVINST 5400.15D.

TOPIC requires modernization due to Marine Corps Enterprise Information Services (EIS) efforts to eliminate vulnerabilities in SharePoint Classic sites related to active scripting. Accordingly, EIS has removed scripting from SharePoint Classic sites and that will negatively affect TOPIC’s functionality to varying degrees and gradually degrade TOPIC’s performance. MARCORSYSCOM is moving toward Modern SharePoint and as Classic SharePoint features are deactivated, TOPIC will continue to degrade.

Considering the foregoing, MARCORSYSCOM requires a redesign/rebuild of TOPIC in PowerApps and SharePoint Framework (SPFx). The redesign/rebuild will include incorporation of automated quantitative and qualitative metrics such as type of pathways, acquisition life cycle, milestone, and phase transition timelines.

The effort will also include user interface improvements and increased flexibility for user customization, reporting and analytics tools for program data including data dictionary, and Application Programming Interface functionality for exchange of data among other enterprise systems. MARCORSYSCOM is also interested in solutions that include a dashboard feature to automatically update information (timelines and other metrics) for the user.

MARCORSYSCOM anticipates that data documentation will include TOPIC mapping, business processes, workflows, and structure. The requirements include administration of the TOPIC site from initial roll out through end of agreement and training for the SharePoint administrator. MARCORSYSCOM is considering whether to use Other Transaction Authority (OTA) or FAR-based contracting. Interested firms are requested to indicate how the decision to use FAR-based contracting or OTA will affect their offered services and prices.

Interested parties should respond with a description of their capabilities, experience, and approach to the Government’s requirement. Responses should include information regarding any Government Wide Acquisition Contracts held, such as NASA SEWP, and any membership in OTA Consortia. Responses should include business size information, socio-economic category, and 8(a) status.

This Request for Information (RFI) is for planning purposes only and does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. This RFI is market research under FAR Part 10 and is not a Request for Proposal. No solicitation document exists currently. The Government is under no obligation to pay for information submitted in response to this RFI and cannot accept responses to this notice as offers.

Vendors should clearly mark any information considered proprietary. The Government will hold in confidence any responses to this RFI indicating that information therein is proprietary or represents confidential business information.
