The Government intends to award to the vendor whose quote represents the best value for the Government based on: (1) vendor’s technical capability; (2) delivery; (3) price; and (4) past performance. Award will be issued on an all-or-none basis. The Government will solicit and award the contract using Simplified Acquisition Procedures. This synopsis is not a request for quotes.
