## Description

This solicitation was previously posted and closed. This is a re solicitation to allow for more quotes amendment 0003 .

Amendment 0004 is to extend the closing date of this solicitation to 20 June 2025 @ 0900 a.m. (PST) A digital, web based, mobile optimized platform for Employee Resource Management (ERM) for Fire and Emergency Services.

The vendor shall offer crew scheduling, integrated employee communications, fair and equitable overtime distribution IAW Collective Bargaining Agreement rules, trades, vacation, annual leave auction, leave distribution, time off accrual tracking, API third party integration, and automated personnel movement based on qualifications to open positions. A system that selects and staffs the right person every time by using a combination of department rules, labor guidelines, skill set, qualifications & availability.

This system needs to be able to prioritize a list of the available staff candidates, and then its advanced staffing engine begins automatically filling open positions. A system that has built-in telecommunications, meaning it can place outbound phone calls, text messaging and mobile app alerts to employees notifying them of staffing vacancies; and receive inbound responses — all using a telecommunication backbone with no onsite hardware or phone integration required. User intervention is not required for outbound phone calls freeing personnel for more important and strategic activities.
