The proposed order includes full software suite development for Electric Plant Control System including Graphical Application Program (GAP) Software, Human Machine Interface (HMI) Software, and Model and Simulation development and integration to support lab-based testing and software validation prior to providing shipboard installation and commissioning support. The Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 3204(a)(1), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,” as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1. Interested parties, however; may identify their interest and capability by responding to the requirement.
