## Description

The U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), has a hangar in need of renovation at Moore Air Base, Edinburg, Texas. The hangar was constructed between 1941 and 1943 during World War II as part of the Army Training Command. The hangar is approximately 22,000 sf with a ceiling height of roughly 30 feet. In 2019 Moore Air Base flooded, and approximately 24 inches of water flooded the hangar.

The water caused significant damage to several areas of the hangar including several rooms. Construction design documents divide the project into three separate and distinct phases: Phase 1 – Exterior and Structural Structural repairs and roof. Replace exterior window frames, man doors, and exterior metal siding. Phase 2 – Interior Rooms and Spaces at Front of Hangar Remodel and replace areas in front of the hangar. Condition the following spaces: break room, offices, locker room, restrooms, and avionics room.

Update HVAC system. Update area for building code compliance and ADA requirements. Add fire suppression to the lean-to/shed area of the hangar. Provide infrastructure for the future installation of security system and wi-fi. Phase 3 – Exterior Landscape and Hangar Main Floor Area Repair and paint the interior surfaces of the exterior wall and structural components. Repair and paint all interior surfaces of the interior roof structure. Add four “Big Ass Fans” or equivalent with individual controls.

Conduct maintenance (bearings and tracks on the main hangar roll doors). Add fire suppression and fire pump to the main hangar area. Install underground storage tank for fire suppression system. The NAICS code for this project is 236220, with a small business size standard of $45 million. The estimated magnitude of the project is between $5M and $10M. The project will be set aside for small business concerns only.
