The College of American Pathologist is an approved Center for Medicare & Medicaid Services proficiency testing program able to supply pooled samples of serum, plasma, urine, CSF and other bodily fluids stained tissue slides and case studies, whole blood samples and bacteriologic agents to be used to monitor testing in clinical chemistry, pathology, arterial blood gas analysis, immune-chemistry, hematology, immune-hematology, bacteriology, molecular microbiology, microbiology and urinalysis. Furthermore, the College of American Pathologist is capable of providing statistical analysis that will include inter-laboratory comparison index calculations. NAICS 621511 with a small business set aside standard of $41.5 million applies. The statutory authority permitting other than full and open competition is FAR 13.106-1(b), purchases not exceeding the simplified acquisition threshold may be solicited from one source if it is determined that the circumstances of the contract deems only one source available. This notice of intent is not a request for quotations and a solicitation will not be issued in conjunction with the notice of intent. Any vendor that believes it can provide the stated supplies may provide a capability statement. Verbal responses are not acceptable and will not be considered. Responses to this notice shall be received no later than 10:00 am MDT on March 21, 2024. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government.
