This project is intended to improve site safety, accessibility, and operational reliability. 2. BACKGROUND INL is a U.S. Department of Energy (DOE) national laboratory dedicated to nuclear energy, national security, and clean energy innovation. The parking lot and surrounding infrastructure at CFA-608/609 require replacement due to aging surfaces and outdated components. The contract is subdivided into three zones, with the intent to award at least Zone 1, and optionally Zones 2 and/or 3 as funding permits. Work summary will include: • Replacement of asphalt parking lot and sidewalks • Installation of new canopies, gutters, downspouts, and heat trace • Installation of new exterior light fixtures • Installation of new engine block heater and panel • Minor landscaping work 3. PROCESS This EOI is the first step in identifying interested and qualified vendors. Responses may be used to inform the development of a formal solicitation list. Selected vendors may be invited to participate in a Request for Quote (RFQ) process for award consideration. 4. SUBMITTAL REQUIREMENTS Interested vendors should submit an Expression of Interest that includes the following: • Company name and point of contact • Description of relevant site improvement and civil construction capabilities • NAICS codes and business size classification • Any existing DOE or federal contracting experience (if applicable) Deadline for submission: 05/01/2026 Submit to: Chase.Egbert@inl.gov Only select respondents, as determined by BEA, will receive an invitation to participate in the anticipated RFQ solicitation. 5.
