## Description

The Great Plains Area Indian Health Service (GPAIHS), Aberdeen, SD, hereby submits a notice of intent to award an Urgent and Compelling, firm fixed-price, commercial medical service bridge contract for Midlevel – Physician Assistant (PA), Nurse Practitioner (NP), and Certified Nurse Midwife (CNM) for the Outpatient Department at the Rosebud Service Unit, Rosebud Indian Health Service, Rosebud, South Dakota. The Urgent and Compelling Contract will be awarded to NATIVEARC;

**SAM UEI:** F7B6FDR8X8E4. This requirement is to support outpatient and women's health services, ensuring continuity of patient care, compliance with applicable healthcare standards, and uninterrupted clinical operations at the Rosebud Service Unit. Period of performance is for a six (6) month period. Anticipated award date 09/01/2026. The estimated total value of this contract is above the simplified acquisition threshold.

The urgent and compelling contracting action is pursuing a waiver from placing an order on a competitive basis pursuant to FAR 6.103-2, as the urgent need exists and a delay would ensure uninterrupted healthcare service while the Government completes the acquisition process for a competitive contract. Another fact is the time that it takes to credential new contract Full-Time Equivalent (FTE) staff.

Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the agency. The determination not to compete the proposed action is solely within the discretion of the Government. Information received normally will be considered for the purpose of determining whether to conduct a competitive procurement.

The Government will not be responsible for any costs incurred for responding to this notice. This is not a request for quotes or proposals.
