1.0 NOTICE TYPE
\n\nThis Sources Sought Notice is issued for informational and planning purposes only and shall not be construed as a solicitation, request for quotation (RFQ), request for proposal (RFP), obligation, or commitment by the Indian Health Service (IHS), U.S. Department of Health and Human Services (HHS).
\n\nThe purpose of this notice is strictly to conduct market research to determine the availability and capability of Indian Economic Enterprises (IEEs), Small Businesses, and other responsible sources capable of performing the requirement described herein. Responses received will be used to assist the Government in determining an appropriate acquisition strategy, including consideration of a set-aside under the Buy Indian Act (25 U.S.C. § 47) and FAR Subpart HHSAR Subpart 326.6.
\n\nThe anticipated North American Industry Classification System (NAICS) code is 561320 – Temporary Help Services; however, other NAICS codes may be considered based on responses received.
\n\n2.0 BACKGROUND
\n\nThis requirement is for Firm-Fixed-Price Commercial Service Non-Personal Healthcare Services to provide two (2) Advanced Practice Provider (APP) Physician Assistant (PA)/Nurse Practitioner (NP) equivalent positions in support of the Rosebud Service Unit, Rosebud Indian Health Service Hospital, located in Rosebud, South Dakota.
\n\nThe Contractor shall provide qualified APP personnel to supplement existing clinical operations and support continuity of healthcare services provided to patients of the Rosebud Service Unit.
\n\n3.0 OBJECTIVE
\n\nThe objective of this requirement is to obtain qualified Advanced Practice Provider (APP) Physician Assistant (PA)/Nurse Practitioner (NP) personnel to support clinical operations at the Rosebud Indian Health Service Hospital.
\n\nThe Contractor shall provide sufficient qualified personnel to maintain continuity of patient care, support healthcare delivery requirements, and meet the operational needs of the Rosebud Service Unit.
\n\n4.0 SCOPE
\n\nThe Contractor shall provide two (2) qualified Advanced Practice Provider (APP) Physician Assistant (PA)/Nurse Practitioner (NP) equivalent positions in accordance with the attached Performance Work Statement (PWS).
\n\nThe Contractor shall provide all personnel, supervision, management, and resources necessary to perform the requirements of this contract.
\n\nAll services shall be performed in compliance with applicable federal, state, tribal, and local laws and regulations, including applicable professional licensing, credentialing, privileging, accreditation, and healthcare standards.
\n\n5.0 CONTRACT TYPE
\n\nThe Government anticipates awarding a Firm-Fixed-Price (FFP) purchase order.

8.0 PAYMENT / INVOICE SUBMISSION
\n\nIn accordance with OMB Memorandum M-15-19, HHS requires the use of electronic invoicing. Contractors shall submit invoices through the Invoice Processing Platform (IPP) in accordance with HHSAR 352.232-71, Electronic Submission and Processing of Payment Requests.
\n\nThe IPP is a secure web-based system administered by the U.S. Department of the Treasury’s Bureau of the Fiscal Service in partnership with the Federal Reserve Bank of St. Louis.
\n\nContractors are encouraged to ensure their IPP registration and account information is current and accurate.
\n\n9.0 CAPABILITY STATEMENT SUBMISSION REQUIREMENTS
\n\nInterested parties are requested to submit capability statements demonstrating their ability to perform this requirement. Responses shall include the following:
\n\n1. General Capability Assessment
\n\nA brief description of the respondent’s understanding of the requirement, including perceived challenges, feasibility, staffing approach, and any innovative approaches or recommendations.
\n\n2. Relevant Experience and Performance History
\n\nDetailed information demonstrating:
\n\n3. Technical Capability
\n\nEvidence demonstrating the ability to meet all requirements identified in the draft Performance Work Statement (PWS), including the ability to provide qualified APP Physician Assistant/Nurse Practitioner personnel.
\n\n4. Business Information
\n\nRespondents shall provide:
